Steuart Pittman won second Anne Arundel executive term by outperforming Jessica Haire in Annapolis and west county, data shows

On election night in early November, a few hours after polls closed, Steuart Pittman was losing.

But a wave of nearly 60,000 mailed ballots counted over the ensuing week broke for Pittman, helping him win a second four-year term, 53.7% to 46.1% or more than 16,417 votes. Precinct-level voter data provided by the Anne Arundel County Board of Elections showed Pittman won five of the county’s seven council districts, with wide margins of at least 18 percentage points in three Democratic enclaves, District 1, District 4 and District 6. He had a narrow victory in District 5, which leans conservative and is represented by a Republican.

On the flip side, Haire underperformed in her home District 7, only winning the south county district, 52% to 48%, despite 59% turnout, third-best among all districts.

Of the county’s 195 voting precincts, Pittman won 113, Haire 82. Of the precincts he won, Pittman carried 77 of them (68%) by at least 10 percentage points and at least 10 voters. Of the precincts she won, Haire won 51 of them (62%) by at least 10 percentage points and at least 10 votes.

Pittman’s widest victory came in District 4, which includes Fort Meade, and parts of Laurel, Odenton and Crofton, where he won all 24 precincts and an overall vote share of 72% to Haire’s 28%. In the community of Russett, home to about 2,700 registered voters, Pittman received 89% of the vote, the most of any precinct in the county, compared to Haire’s 11%.

While just 49% of District 4 voters turned out, it was still enough to give Pittman and new Democratic Council member Julie Hummer, a decisive victory.

In another area of the county where Pittman succeeded, District 6, which includes Annapolis, Crownsville and Millersville, the Democrat won 60% to 40%. One precinct in particular, which encompasses much of the Heritage Harbor senior living community had 78% turnout and voted overwhelmingly for Pittman, 59% to 41%.

关于61% of District 6 voters turned out to help reelect Pittman and Council member Lisa Brannigan Rodvien, who defeated former Annapolis Mayor Mike Pantelides by more than 4,200 votes.

In District 5, data showed Pittman won a narrow 51% to 49% victory, buoyed in part by 62% turnout, the highest in the county. The district, with Arnold, Cape St. Claire, Severna Park, and the eastern portion of Odenton, was the only one in which the county executive candidate and county council candidate of the same party did not both win. Incumbent Republican Council member Amanda Fiedler won a second term by about 2,500 votes, 53% to 47%, outperforming Haire by about four percentage points.

She received nearly 9,000 fewer votes than Schuh, 99,000 votes compared to Schuh’s 108,000. Pittman ran about 3,600 voters behind his 2018 vote totals, 115,400, down from 119,000.

Of the three districts to outperform overall turnout, two went for Pittman, District 5 (62%) and District 6 (61%). Haire won District 7, which had 59% turnout. The other four districts lagged behind overall turnout: District 1 at 46% (Pittman won 59%-41%); District 2 at 45% (Pittman won 54%-46%); District 3 at 51% (Haire won 61%-38%) and District 4 49% (Pittman won 72%-28%).

The victory made Pittman thefirst county executive to win a second termsince John R. Leopold in 2010.
